I think she's representing Kali, the goddess of death in Hindu folklore. It's quite an accurate depiction, which means that she put a lot of thought and work into it. But then, the Klums (or the Seals?) are known to take their Halloween seriously, so it shouldn't come as a surprise.

I am not sure, but it seems she was portraying, Shiva, the supreme God in the Shaiva tradition of Hinduism. If so, she looks amazing, very nice, even the detailing, even though Shiva has 4 arms not 8.
