Taylor Michel Momsen[1] (born July 26, 1993) is an American child actress and model. She portrays the character Jenny Humphrey on the The CW television series Gossip Girl.
In June 2008, at the age of 14, Momsen signed to IMG Models. Wiki

Yeah, but makeup and a sexy dress kinda changes that.
But then that is the society we live in. If this were Amsterdamn, Madrid, or even in a large part of CHINA; no-one would even care as the Age Of Consent is 13-14. But then there is a far different social system there that does not rely on puritanical thinking and when you turn the corner on a busy street you see fashion billboards with models who are either semi-nude or sexy revealing outfits.

What people "should" look and act like at various points in their lives is a cultural assumption. An Amish 15-year-old looks and acts different from an LA teen, who in turn looks and acts much different from a 15-year-old in the middle of Africa. I'm politically incorrect enough that I do think one way might be better than the others, but I'm nowhere near smart enough to know which one it is. Trying to preserve childhood forever is definitely not the way.
Anyway, I think Taylor Momsen is very pretty, and I don't think that's a bad thing at all.
