They're European. A public beach (or a park) is the equivalent of a room to them. When I was in Rome I saw teenagers fucking in public. No one seemed to mind. They did seem to mind, that I was jacking off in public, though, which I thought was okay, considering that a hot British girl was getting pounded doggystyle on the grass not twenty feet away from me. I guess jacking off to two people fucking in public is considered bad manners.
