Lucy Kate Hale (born June 14, 1989 in Memphis, Tennessee[2]) is an American actress and singer.
She had guest roles on shows such as Drake & Josh, Ned's Declassified School Survival Guide, The O.C., and How I Met Your Mother, in the last as Robin Scherbatsky's younger sister Katie. In Sisterhood of the Traveling Pants 2 she portrayed Effie, Lena's little sister.
She stars in The CW's new TV show Privileged and portrays one of the Baker twins, co-starring with Ashley Newbrough and Joanna Garcia. [Source]
