It's not a tattoo. It's a henna print. Several SE Asian, Middle Eastern and N. African groups use it to decorate their bodies, generally around weddings. It lasts supposedly to 2 months but mine lasted a lot less than that. I don't recommend it. It illicited the same reaction that you have given: "wtf happened to your hand? is that a burn? do you have an infection?"
