The problem with lists like this is that they don't take into account lesser known European/Asian/etc actresses and models.

There are so many models/tv personalities/actresses from all over the world who are not well known in North America, so they will never end up on this list.

This is one of the reasons I like Bastardly.com... there is usually a decent amount of representation from the lesser known foreign hotties, compared to other American sites.

Websites like www.allcelebrity.it show amazing Italian babes who will never be known. Everyone should begin searching foreign sites around the web; I promise you will find some amazing looking women, and that will make this competition that much more interesting.
