It's sexy. Until about 10 years ago, that amount of arm hair wasn't considered "gross" by most people. In fact, it was an indicator of other, more hidden female parts having lots of hair...which, believe it or not, was a desirable trait (well up to a certain limit obviously) until some magical date in 1995 where suddenly, it became gross to have hair in that region.
